allow username tags

If you want to enable username tags, the admin can do this

Admin > General > Messages and emails > Configuration > Allow usernames tags > set to all members

that stetting is about 60% when you scroll down the page

I've added it now.

Thanks for letting me know about this feature. I didn't know it exsisted on Forumotion until now.
